The second part of the Administrativo del Estado exam scares more than it should. It is not a case to write up: it is a practical case answered in multiple-choice questions, with the same penalty rules as the first part. What changes is the starting point: instead of a standalone question, a case with data that has to be read carefully. Everything that follows comes from the latest call (Resolution of 18 December 2025, BOE-A-2025-26262).
What the call says
| Aspect | Rule |
|---|---|
| Format | One practical case chosen out of two proposed |
| Subjects | Blocks II (organisation of public offices), III (general administrative law), IV (personnel management) and V (financial management) |
| Questions | 20 per case, plus 5 reserve questions used in order if any is voided |
| Time | 100 minutes for both parts of the single exercise |
| Penalty | One third of the value of a correct answer per mistake |
| Grading | From 0 to 50 points; minimum 25 to pass; the minimum direct score is set by the Permanent Selection Commission and cannot be below 30% of the maximum |
| Formal requirement | Not marked if you do not indicate the chosen case, if you mark both or if the mark is not valid |
Two consequences. First: the second part is only assessed if you reached the minimum direct score in the first, so the case does not rescue a poor test. Second: ties are broken first by the score of the first part, not by the case.
What a case looks like in multiple-choice questions
The case describes an administrative situation: an office receiving an application, a contract to be tendered, a civil servant requesting an administrative situation, a spending file. The 20 questions ask you to apply the rule to that data: which deadline runs, which body is competent, which award procedure applies, which document has to be issued. There are four options and only one is correct, as in the first part.
The questions that follow are not a full case, but they are the kind that appear inside one: application questions from blocks III and V, taken from the Oposilab topic tests with their article.

A method to practise the case
- Choose in two minutes, not ten. Read both statements and pick the block you master, not the one that looks shorter. A contracts case with amounts and deadlines is answered with Law 9/2017 in mind; a personnel-management one, with the TREBEP.
- Underline the data that triggers a rule. Contract amount, application date, type of staff, acting body. Every piece of data points to an article.
- Answer the direct-application questions first and leave for the end those that depend on a calculation or an exception.
- Mark with the article, not with the key. Every mistake is reviewed by opening the article and reading the full factual scenario, because exam questions live in the exceptions.
- One case per week from three months out, timed with the first part in front of you, because the time is shared.
On Oposilab the Administrativo del Estado practical cases are generated and marked with AI: every marking criterion carries the article citation and you can open it from the correction. The topic tests of blocks II to V are the foundation; the cases are the rehearsal.
- Is the Administrativo del Estado practical case written or multiple choice?
- Multiple choice. Under the 2025 call, each case is broken down into 20 questions with four options and a single correct one, plus 5 reserve questions, with a one-third penalty per mistake.
- Which blocks can the case cover?
- Blocks II to V of the programme: organisation of public offices, general administrative law, personnel management and financial management. You choose one of two proposed cases.
- How much time is there for the case?
- It has no separate time: the single exercise, with its two parts, lasts 100 minutes in total and each candidate splits the time.
- What happens if I do not mark the chosen case?
- The second part is not marked, under the 2025 call. It is not marked either if both cases are marked or if the mark is not valid.
